[1.1.100] Tank does not always consume fuel when turning

I've only tested this in the tank, it may still apply to the car but i cant notice it.
When turning (even when still), the tank consumes fuel. Which seems intended. But if you maintain a braking state (hold reverse while moving forward, or hold forward when reversing) and then turn, fuel is not consumed anymore (even when standing still).
I know this is insignificant, but it may be important in some cases
