Creating a simple mod for a more powerful steam boiler I made changes to the boiler's power output and the steam flow did not increase until the boiler was mined and replaced. When other items are modified they update upon loading the edited mod.

Thanks for the report. Issue is now fixed for 1.1.69. It was related to boiler's burner energy source not updating its buffer size.
