You're problem is that you're not forcing the water to route through the boilers, but giving it a path around. Boilers are completely flow-through, and don't actually consume water (that's what the steam engines do). Change the lines to the setup below, and things are just fine. http://i.imgur.com/...

I'm not sure what to do about the T5 electronics (your lv4 in your chart) if there was a science pack 5, it would use them, so depending how the base game uses high tech science packs, it might be a component in that, or a High Tech 2. one segment of belt holds only up to 6 items, so if you set 12 you need to actually get input from 2 parts of belt, otherwise you never will get 12

i'm lazy to check my saves, but i believe thermal water procesing is in electrolyser not in hydroplant. also lithia oxyde should be there (which you need to make lithium bateries)
