Why not just tie the Tank (and Car for that matter) into the modular system after modular armor (and power armor and power armor 2) are researched, Kinda like retro-fitting the Tank after you've done more research.

Check out RSO, and then disabled it, it's settings are a little tough to work with. Can you write what you found tough in RSO settings? I saw this due DW20's Let's play. thought I'ed try it out. I played the demo. Denuded the 3rd area of all resources (including killing all the biters) Everything was in their nice little boxes.; Then I had to buy it. Then I found the mods....... I do think the default game need a sliding difficulty ...
