I'm converting my ZIP installation using --mod-directory to steam using Shortcuts. (ISP download issue, 3 hour download times for updates)
I've changed config-path.cfg to "__PATH__executable__/../../config"

With small resolutions (I play in windowed mode and it reverts to this size every game start) mods with a large amount of dependencies push the buttons off the edge of the screen.

rightclick factorio
click properties
on the general tab
click set launch options
and then type "--mod-directory"
followed by what ?

After fiddling around with the Graphics Settings, it turns out it was caused by "Video Memory Usage"
"High" works perfectly fine with everything.
"All" causes the FPS issues.
The times when it stopped working must have been when I tried a fresh install.

I'm losing FPS across my entire computer when Factorio has alot of trees or smoke on the screen.
It only happens on random instances of the game, and can occur on a fresh map.
It drops to about 15fps and affects my second monitor too.

This isn't the mod for in game. This is a similar named separate program. Download the zip from the first post and copy the files to your computer and run the program.

By Steam I meant the game. Mod portal. Not the manual download and move to folder.
For your second question. I'm not sure. My mods/saves are in my steam folder I think. I'll have to wait until I get home to check.

Double check your steam folder for the mods folder. If it's a folder or a shortcut.
Change Foreman to reference that folder.

What method did you use to install the game?
Zip/installer or steam?
Steam saves everything to the steam folder.
Zip uses whatever folder you extracted to.
The installer uses %appdata%/Factorio
Also, what version of the game are you running?
Finally, have you checked for dependencies?

Any chance you can format that with new lines? Or use notepad++
I use Foreman all the time with bobs mods. Are you sure it's bobs that's causing it? What other mods do you have?

You're going to need wood anyway, so carry wood, and when you want a dozen or so circuits, make a dozen of the boards first. They don't need to be finished before you can start the circuit craft

That's a known issue and IIRC can't be fixed because of the order the recipes are unlocked.
As your said, manually make the wooden boards first.
Otherwise, pick up the circuits from your factory completed.

With Train conditions getting more complicated it can be a little annoying/time consuming setting a new outpost for a train having to copy across the settings from a previous one.
My request/suggestion is to allow copy/paste the Train Schedule like we do for item filters.
And with trains as well ...
