the first what you could fix is update to windows 7/8 :P I'm not surprised that there are bugs with Windows xp.

Deutsch:

du machst eine ganz normale Mod mit info.json und einem locale/de-Ordner. Da rein eine .cfg mit beliebigem Namen. und dann unter den kategorien ([item-name] etc.) die Änderungen.

English:

you need a locale/xx/xxxx.cfg file and below the matching categories ([item-name] etc.) the changes.

For tank wagons, use RailTanker. The mod with electric trains names "More Train Stuff". Accumulator wagons are afaik only in 5dims mods.

i think you cant construct the best proportions of solar panels and accus without buffer. Either the solar panels produce at day too much energy or you have too much accu capacity... and its very difficult to calculate the production that each second the avaiable performance of each solar panel will...
