I'm not too sure about the syntax for multiplayer commands as I haven't played with that area yet, try this:

/c game.player[1].force.research_all_technologies()
and

/c game.player[2].force.research_all_technologies()
the 1 and 2 are the player numbers but I think you can replace ...

what would be the command line to force research this mod also me and my friend are playing a current game 12.1 and are doing a play through with all tech cheated done

I don't quite understand what you mean, the mod adds in extra technologies on top of the already existing ones. If you have installed it part way through a save then you may have to open the console and put in

/c game.player.force.resettechnologies()
for the rest of the techs to show up ...

I don't know how hard it would be to do but does anyone know if they are going to open up the ability to add in your own technology effects as it would be a real help to me and I would think it would increase the modibility of factorio 10 fold?

Yeah, i thought about doing that but towards the end of the game i'm just sitting there waiting for enough modules to build the rocket defense so i figured more techs are better to keep the factory moving and keep me busy. Do let me know if the current tech cost feels wrong.
