This is better as a mod than as part of the basic game. To the average player, it will be just one more thing to manage which may lead to the game becoming tedious, as it already does occasionally. Thankfully I found an interactive website of the tech tree that made it easier to visualize everything and work out a tech progression suited to the map I am using now.

That's the trouble with servers that are not your own, you can never predict what the admin will do.

Nothing you can do but move on. Even if you did contact him it would likely do you no good and possibly cause you even more frustration.
