Dialogs where the user can make changes need two options, save the changes, or cancel them. Information-only dialogs need one option, done with reading the information. Consistency and simplicity are important goals for a user interface. Trying to come up with one word that works for both these case...

The mouse issues kept getting worse and worse, affecting other applications... finally figured it out this morning, the USB receiver was plugged into the wrong port, not sure how it worked at all! Anyway, all fixed now.

I also tried from Steam, and played for almost 5 minutes before it again started showing the slow jerky mouse behaviour.

After playing for 5 to 10 minutes, suddenly my mouse again became very slow and jerky.
