Factorio is currently broken on update 0.15.38 and higher (including 0.16) for Mac OS X 10.9.
You can use the Betas feature of Steam to revert back to 0.15.37, which will work on OS X 10.9. Right-click on Factorio in the Library, go to Properties --> Betas and select 0.15.37 from the dropdown.

I can confirm the issue (on 0.16.3). With a laptop that has a multi-touch touchpad you are able to scroll the preview map vertically (using 2 fingers), but not horizontally. Does it start if you right-click Factorio in the Steam library, select Properties, then click Set launch options... and enter --graphics-quality=low --video-memory-usage=low into the text field?
