3 is not the case. You can easily try yourself: place one wood into tank (tanks tank, actually), drive a metre, nukular fuel into the tank, then drive around -> chugga-chugga-chugga-chuwwhhhEEEEEEEEEEE

Don´t get me wrong, we were seriously spoiled by .17:
belt immunity alone is more than I could have asked for, then we got a buff to mining productivity, the quickbar, disable roboports... it is more than fair to give something to thetargets biters as well.

Wouldn´t it make sense to add a bypass to the first 2 to 1 junction? You are kind of lacking an uninterrupted "through lane".

Only until all your U235 goes into nukes. You must have quite interesting biter expansion settings, if you can use all nukes which simple building row of few centrifuges can produce. Or I like to blow things up. Your call. :D But quite a lot of my 238 (which I might turn into 235 for nukes) goes in...

Does not look too bad. Is the reactor already above 500°C?
Are the powerlines connected to the "live" network? Do they really reach the inner two turbines (which should not stop the outer ones from functioning)?
edit: that red belt has a yellow tunnel which will halve its throughput.
