My recommendation. In addition to Railworld preset, modify water settings to Normal frequency and Very Big size. This will result in ~50% of your world being water, and many resource deposits will be "swallowed" by the ocean, greatly increasing average distance between the land-based ones...

It's such a niche issue. I don't see adding a whole new item being needed for this fix. Maybe have it so miners only mine the ore with the most resource?

As Pikachu said, I believe its from the express belt being too fast for the inserter to react in time

Usually takes around ~20ish patches per version before it hits stable. So we'll see a new stable in a couple or so weeks. But experimental is still highly stable and playable imo.

If you start a new world you can disable them in the map generator settings. Other than that, if you want to remove them in your current world, you'd have to use some commands that disable achievements (If you care about those)

I stopped bothering with achievements after the first few hours of the game. I would go out of my way for them and that hindered my bases. Plus mods auto disable achievements so that really sucks.

Probably an Integer Overflow, as a side effect of you using console commands. Pretty sure its not feasible to get that high legitimately, at least in the same sense that it is infeasible in Minecraft to walk the entire way to the edge of the map. In a Reddit AMA, Kovarex expressed interest in rail viaducts. So, if nothing else, he shouldn't see a problem with at least implementing power lines that stretch between structures that go over things, such as belts or inserters.
