Well the rate at which you produce them is a personal choice. Keep in mind that it also varies by which assembler tier you use and any module/beacon combos you want.
I think the numbers are high, but appropriate for being the highest non-infinite science tier in the game.

These numbers are all incorrect. The yield of high tech science is 2, so to get 1 per second you only need 7 high tech science assemblers. You also forgot the speed modules. The exact numbers are: 7 high tech science assemblers 15 processing unit assemblers 2.5 battery assemblers (round up to 3) 7.5...

Well, it's one of those things that is more useful the more trains you have. It allows your trains to stay at higher speeds longer since they need less time and distance to stop. I would recommend finding a a design that avoids using the long-handled inserters, I think those will slow you down once you scale it up.

Don't confuse expansion with evolution. With expansion off you will no longer get biters creating new nests in new areas.
