A good option to choose from here would be how Armor Piercing shells work in games like Armored Warfare and World of Warships. We have this in .15 now, it's called infinite research. You need a constant supply of plastic bars and sulfur. If you crack everything into petroleum gas it will always be used.

You can also opt in and out of the .15 beta on steam. Steam will redownload whatever version you want to play at the time. You'll need two save files of your base or start a new one in .15. This is probably an easier option to use, but I think Koub's idea is better if you want to play for a ...
