A good option to choose from here would be how Armor Piercing shells work in games like Armored Warfare and World of Warships. We have this in .15 now, it's called infinite research. You need a constant supply of plastic bars and sulfur. If you crack everything into petroleum gas it will always be used.

Before getting to that point I do see that there could be an issue, so something could be done there.

You can also opt in and out of the .15 beta on steam. Steam will redownload whatever version you want to play at the time. You'll need two save files of your base or start a new one in .15.
