Yeah we don't know how to make the utils folder download with the rest of the scenario, and I'm not sure if it's possible. Stopping the character GUI from working is pretty simple, you should be able to just remove lines 412-414. Disabling regular spectating will likely be a bit more complex.

Take a look at our scenario, https://github.com/3RaGaming/3Ra-Enhanced-Vanilla. Within our admin GUI is a follow panel, along with other spectate options.

The way to get this fixed would be to isolate the mod/mod combination that causes the issue and find a way to reliably produce the desync, then the mod developer might be able to fix it. The game developers simply wont have the time to look into issues like this one. Posila suggested I post it here...

Regarding scroll-panes do you know if it would be possible for us to set a value on a scrollbar? Would be helpful when you want a default value of at the bottom instead of at the top.

I always go with this. 2 half belts or 1 full belt. Doesn't limit throughput. Also I only balance at the start.
