There are two ways to get a legendary item: Through luck, from a lower-quality item build with quality modules; or through creating it from legendary components. You can do either one.

No you cannot, Space Age depends on Quality.
Just tested, and you're right: If playing Space Age, it won't load without quality.
Quality is optional, though. One can choose not to research it and not to use it.
We have made it so that quality is 'invisible' in the game until quality modules ...

Clearly it's intended that you be able to do that, or it would be an unbarrelable fluid. There are some fluids in the game that you can't put in barrels, but fluoroketone isn't one of them.

There are cases where this would be very handy. There are also cases (thinking of modded games here) where you want only and exactly what you typed. Maybe a toggle for exact match?
In search engines that's usually done by putting quotes around the item.
It could also be handled by listing ...

Feature request: The overview search should work even if individual words are out of order.
For example, if I search for assembly machines making cargo bays, it should find them whether I type "cargo bay" or "bay cargo".

In the overview where I can search for machines with recipes, e.g. all assembly (and other) machines making electronic circuits, allow me also to search by quality, so I can find all machines making legendary items, epic items, whatever.

For Space Age, at least, design-from-the-start wouldn't really work anyway, unless you plan to never refactor later.
