Is there a definitive list of differences of the capabilities between scenarios and actual mods? Mods are clearly less limited, but I don't fully understand what scenarios can NOT do. For example, no modifying data.raw? Not changing map generation settings? If anyone can point me to any information ...

Can you provide any info on the cause?
It doesn't seem to happen in a normal vanilla game, only in my customer scenario. Just checking if there's something I can avoid doing to stop it from crashing.

I will try to find a way to reproduce it...
Yes it's possible in single-player. I didn't save the crash logs from that because I was still working on this scenario.
I'll report back later today/tomorrow if I am successful in reproducing it.

I've seen the same issue on 0.14.9. Sometimes it's clear the upload limit is having an effect, but after a few times, it clearly stops working. I limited to between 300-500kBps (tried a few times) and every time I saw 7-8mbps on my upload when someone joins and downloads the map. Would love this to ...

I also see this occasionally on some disconnects. If I look at my task manager upload monitor, it's 0kbps (from factorio) until the issue resolves.
I don't have any special routing. (I'm just behind a typical home internet connection, using a dedicated server).

I think the answer to this is yes, you do need to specify the settings file with the --server-settings param.
I just drop my server settings file and server save file right next to the factorio.exe and don't have any issues.
