Seems to be fixed for me, based on one time playing 0.17.4 and shutting it down normally after that Using kernel 4.15.0-45 and Nvidia 390.77.

Due to the new visuals of water-land transitions, some water tiles now have a diagonal strip of land. Fish are able to swim inside them, as to the game engine they are still water tiles, even though half of it is rendered as land. This particular fish was trying to get further on land, but it failed...
