Rocket upgrades have used alien packs but not blues for many many versions. This is not a bug, but perhaps a balancing issue. I had the same issue with sulfur. I'd find that I ran out of sulfuric acid, but the sulfur plant doing nothing because it was had a full stack. Can't tell if it is an input or output problem.

I like the faucet idea, though the term valve is more fitting. Using liquid versions of inserters would be much better than fixed input/outputs. I checked to make sure and the damage on grenades says 25 explosion. You say it is always cheaper, safer, and more reliable to use bullets, but grenades are a lot faster, AoE, and do explosive instead of physical. I actually used grenades this version and found them rather useful. I thought they did kill small biters with a single blast, but maybe I was wrong. What's stopping you from shooting and throwing grenades? I see them as a good early game weapon.

Green sci-packs suddenly got their production chain become a MUCH greater nuisance. Adding a pump towards the other plant doesn't seem like it'd be a solution. Instead of the sulfur not getting petro, the plastics wouldn't get any. I'm using storage tanks, but they don't seem to be working like you describe. There isn't anything in the tanks as it is all being used by a single plan...

Splitting liquids?
Is there a way to somewhat evenly distribute liquids? Plastics keep hogging all the petro gas I need for sulfur. I'm also running multiple plants turning light oil in to solid fuel, but it all rushes to a single chemical plant.

Barrels hold 10 units of crude oil and stack up to 8. You get the barrel back when you empty it at the destination chemical plant, so efficiency isn't that bad. It is a fairly fast process and can be expanded easily with additional chemical plants.
