By reducing the capacity of the barrel, if you want to transport say, 1,000 liquid in barrels, you now need 20 barrels instead of 5, which means more belt space and more belts needed. It's a known issue. Unfortunately the fix will be in 0.17 since we can't change map generator without creating glitches in existing saves. This seems a bit silly to me.
