@ixnorp, very interesting stuff. Yeah, I noticed I didn't generate maps the same way you did, your screenshots are much higher quality. What I did was change the relevant map settings (water and terrain), I leave all other settings at default. After that I use only this command to reveal a 1024x1024...

After that, I made a test, generating 2 maps using the same seed - 1234567890 - with and without RSO. All settings at default except segmentation (low) Interesting.. I don't think RSO is suppose to actually modify the terrain. I don't think it did in 0.12. I'll have to double check. I don't really ...

So, I decided to give .13 another go, but since resource generation looks as bugged as terrain segmentation I installed the RSO mod I noticed I got a much better map than any other I generated with vanilla .13 when it comes to terrain segmentation http://images.akamai.steamusercontent.com/ugc/258211...

Tbh I still don't understand why for some this is a game breaking bug :) For small lakes there is landfill now so they are covered. I just finished my 0.12.35 map which migrated to 0.13 and decided to start a new game. Now on 0.13.2 This segmentation totally ruins all maps! I pretty much noticed this right away too, I almost always used low frequency for terrain segmentation in alpha 12. In addition I also tended to use low frequency for most resources. Yeah, I checked the 0.13.1 changelog. Not fixed. Not that you would need to check the log, just create a world on 0.13.1 using default settings.
