Actually blizzard use mixed transportation TCP and UDP for their game. It's true TCP is more reliable but are not designed for game. It's normal behavior for UPD to drop packet when there is congestion on the wire, unlike TCP who have control congestion feature. When you change your username from ( options -> others -> factorio username ). The change will only be applied for new game. When you load a game it'll allways show your previous name visible on the map.

This is not a bug. It normal behavior considering the map generation system have been modified greatly within 0.13. You'll have a very different world by using a string from .12 in .13.

The achievement-modded.dat should not sync with steam allowing to start a new game with mod with fresh achievement.
As when you play with mod they are not uploaded to steam so should not be downloaded from steam.
