No idea. Those belts have been there for a long time.

However, one of the mods I'm using is Upgrade Builder. I wonder if in the process of upgrading a bunch of belts, this was a weird side effect....

A single item sprite seems to be stuck. I've seen this happen multiple times, in various areas of the base. See animation.

[0.13.8] Circular Belt gets stuck when getting filled.

Circular Belt with science packs is stuck (red arrow). It seems that the blue science is trying to be jammed into the circular belt (to fill it) but there is no space for it. It would be nice to give the shores of large bodies of water a bit of animation. Having waves crest onto the shores could open the door up for tidal power generation.
