Off the cuff.. Your 8 reactors should handle over 100 exchangers so that looks good. As a quick test I might recommend putting a pump at the end of each line of exchangers just before your underground pipe. If it's an issue of clogged steam pipe that should help. Some smart beltwork but I think this will break if you switch from say a 4 science pack research to a 3 because it stops loading the 4th leaving it to fill up belt space so you need some kind of loop. OpenTTD was really why I settled on "when stopped" (and at waypoints) in order to avoid using too much CPU time.

The real bug here is that 4 inserters fit in that gap and all 4 reach.

It looks like too many power connections already. That middle pole looks like its connected to the pole above, below, top left big pole, and a pole off screen right.

You probably need to redo it's connections by shift clicking the pole.
