Oh wow yes that did it. I had it on medium but now changed to high. Immediate 60 fps at the laggiest spot, how weird.

It was bugged in previous versions, it was marked as obtained without actually obtaining it. Exit the game, delete achievements.dat and start it over. If you have steam, the steam achievements will activate, and this one will be obtainable.

Agree, this has been broken for a while. It's not just Steam achievement, it's not granted as an ingame achievement either. I've tested it in a few of 0.13 versions, now 0.13.7 i still can't get it.

Mod is now updated for 0.13. All features seem working same as before. (Installing mods will disable Steam achievements for your save.)

I can reproduce this very easily. Have 150 construction bots in inventory with 1 personal roboport in mk2 power armor, 2 fusion reactors and 2 mk2 batteries (be sure it's not out of power). Blueprint with around 120 placed blocks, for example a radar station with solar panels, laser turrets ...

Try re-launching the rocket? I have "Smoke Me a Kipper" in steam after doing it in 0.13.5. "Watch your step" however is not even appearing earned ingame. Both ingame and steam says 14 earned, so they are in sync so far.

About assemblers, there's 2 at the top left clearly. Also a bit to right from the machine is what looks like a chemical plant. So what we have here doesn't appear to be either of them. Call it artistic freedom?

Some more tests with different compressions:
7-zip normal took 19 seconds with 9.9mb, and fastest 3 seconds for 15mb.
Zip normal took 5 seconds for 15mb, and fastest 1 second for 16mb.
Factorio had it 18mb zip (i uncompressed the contents for the test, not compressing a compressed file again).
