Does it "matter"? All depends on the context -- but yeah, in 99.9% of contexts it is meaningless. However it annoys the heck out of me to see one chest full when the other is only half full.

As you get further along you'll probably need to try to envision the entire thing needed before you start placing assembly machines, but for now there no need to worry about it that much.

Lasers really should be enough. Walk up as close as you can without drawing their attention, then place a sub-station as close as you can towards them, then slap down a bunch of laser turrets. Repeat. It is even easier when you have construction bots and blueprints...

Yeah, in Vanilla or minimally modded that is plenty. When you go full Bob's and Angel's... that might not be enough.
Although with Angel's early bots you can pretty much skip the bus and go straight to a bot based base. Which with the extra complexity works out better anyway...

It helps to off-site green and red circuits. You need so many that the area needed to produce them needs it's own feeder bus. Here is a screen shot of just my green circuit area:

Well, I have seen a setup with a constant combinator, you set an item in it and it causes all the inserters to be set to that item. Would that be sufficient?

Well, a single refinery uses 20 oil/sec, you have at least one other refinery on the same source, so at least 40 oil/sec. If you put tank holding oil in front of the refineries it would be easy to tell if you had sufficient oil input.

Perhaps the productions slows because of insufficient oil? The setup you showed the refinery should work non stop until the Petroleum gas builds up.

I couldn't, but someone might be able do this using some constant combinators. It would be seriously complicated. What are you attempting to achieve? I'm guessing this might be resolved with a requester chest requesting wood and coal, and then two inserters with conditional setups to a second chest....
