If it's that exact spot only, then I would guess it had something to do with the pathfinding, since the direction you're building (south) is against the allowed traffic direction, and one of your engines isn't past that one-way signal yet.

He'd have to do all the ores in question (which you didn't list) manually. Not particularly practical, IMO. Perhaps it would be possible to read all other items on load, and create compression/decompression recipes on the fly (with a generic icon mind you), but I'm pretty sure that's not possible ye...

Remove the relevant tech entr(y/ies) from the lua files?

I prefer setting up a chain of 3-4 chests and having inserters place ore onto belts running down each side, to take advantage of the stack bonuses.
Being that this problem only occurs at the top two levels, the area of each drill is large enough to deal with this extra infrastructure.

Perhaps I've been spoiled by Smart Circuits, but I thought that pumps were always controllable based on signals when connected with red/green wire, and not just in that mod. All you would need is a way to read the fluid amount/level (and temperature in this case). Just the Smart Tank from Smart Circuits would do the trick, when coupled to a pump or inserter circuit. Not sure why you'd need to go all the way to the high unicode range to add some basic symbols.
CP 437 should have what you'd need, and is *a lot* more likely to be supported, not just in Factorio, but in all circumstances.

Unless I missed something in the last few patches, there's no way to get a signal based on fluid amounts or temperature in Vanilla.
Plenty of modded ways, sure (I favor Smart Circuits personally), but there's a solution to every problem once you start including mods.
