That isn't a Free license. That's a royalty-free license, which is nowhere near good enough for a standard. libjxl is not JPEG XL, you can use JPEG XL without it. libjxl source is 3 clause BSD, which is FOSS. This is exactly my point, I think that grouping or routing should not be based on the station name. My idea is that grouping is performed by a specific station property. People may as well keep the default randomized station names unchanged without hindering usability of configuring train schedules...

I think that using station names for game logic it hacky. It feels like trying to anticipate some specific user stories and cover these exact scenarios by implementing legalized workarounds.
