If electric furnaces were 2x2, there would be no reason to use steel furnaces. That's simply not true: steel furnaces are more efficient while you're using fossil fuels and unless you use modules, because of the 50% efficiency of boilers. I'd guess that the train has the highest speed because you already know the train isn't going to collide with trees and rocks and what-not. Requiring plastics for that would mean that all the research it leads to ---including solar panels, electric engines, and lasers --- would also require plastics. But if the thing you're building requires advanced electronics, which you can't build without plastics, it shouldn't make any difference....
