Stand next to it and hit Enter. That's the same for every vehicle, also the train. Tanks are hella fun, but if you want to do some serious damage to alien colonies, you want to get the (max) power armor 2, load it up with shields and go to town with your flamethrower. Tanks work the same as the car, meaning you can drive them, mount weapons on them, etc.
You can however not control multiple tanks. That would be more something for a real time strategy game.
If you want an entire tank division, you need to get your friends in a multiplayer game. :)

Really? A single wagon can hold 10000 crude oil, and a small pump can only do 30/sec, or 0.18 wagons per minute. Yea, pumps seem to be the bottlenecks, that's why I don't use them in my oil pipes. Hmm not sure which other way to do it.. I clicked on top of the provider chest with the steel chests. It replaced the chest, but did not put back the circuit wire. What other way should I have done it? That is absolutely the correct method. Honestly, I have no idea why it didn't work if you replace...

Yeap, what Aober93 said. Usually there's more iron ore in your starting area, so you seem to have had a bit of bad luck when generating this map. There has to be more iron close by. Very true. Getting enough oil to the base is what I'm currently stuck on.
So much so that I've stopped using trains and started piping it in.
That does require me to conquer and build walls around huge amounts of land, but the supply is more reliable than with trains.

It should have worked. A circuit wire does not break if you directly (fast) replace a chest.
That means you used the wrong method while thinking you did it right, and that means you will probably have the same problem next time.
Just sayin'....
