Witout a method to measure heat you don't know how much the reactor has cooled down yet though, as that depends on the factories power consumption. Except for the people who are all for infinite range upgrades. I don't think that's so much the problem as it is for the potential for infinite research... I don't think the system is set up in a way to disallow infinite research for this specifically. It makes sense to cap the max activation range...
