But Vanilla should only do what's most sensible from the gameplay perspective.
The fact that there have been so few reports/complaints/suggestions on this particular subject until very recently would make me inclined to think that only a handful of people have been bothered by that 'maybe not ...

Tbh I think it makes more sense gameplay-wise for ammo turrets to require power than for combinators, but I digress.
I haven't tried making mods for Factorio, but just for the sake of argument I couldn't find any mods that make circuits/assemblers not require power, so I assume it's also not that ...

Without mods: Use Landfill to make a bridge. Just know that it's gonna be expensive. Or run a railway all the way around the lake, this should usually be less expensive but it technically does not answer the question

I mean, why stop there. Belts don't need power. Ammo turrets track and fire without power. Why should I be vexed by the tedious problem of powering inserters and assemblers too?

Well if I try running my CPU at 50% power it's probably not gonna run properly so... Yeah.
I propose a different sollution: Make combinators not use power like belts ("Powering up combinators is a challenging and interesting part of the game!" - said noone ever)

Tbh I was sure this is already in place cuz the game is just so well-optimised and it makes so much sense.
Every production line works in a deterministic manner so it should be possible to express everything as a "lazy" function - only calculated the moment a player checks it

- Destroy the spawners with automated artillery, which uses resources,
- Let the punitive attack vaporize itself on the regular defenses (turrets, mines, walls and whatnot), which uses resources or only energy
