You can have multiple electric networks. I would check to make sure that the solar panels are connected to your main network and not isolated in their own network. In map view there is an option to show all the power lines which you can use to check the connections.

Sadly the forum search function is less than helpful... I can remember years back trying to figure out the notification 'there are no trains'... try searching it is good for a laugh because the search will filter out all the common terms leaving... nothing... Yes to supporting mod specific victory... stuff... Also how about giving the player some control? I like the idea of adding some 'visual noise' to items. Higher quality items are checked by QA (quality assurance) teams. They could have a 'verified by XX' mark, where the initials XX are drawn from the backer list (the one that is used for radar, lab, and train names).
