Unattached Train Signal doesn't give an output to Circuit Network.

Train signals by default can be used to output a signal to the Circuit network depending on it's state. Fairly straight forward. However the issue is that when a Train Signal is unattached from a rail, it doesn't output a signal at all. This is actually contrary to the animated graphic of it cycling...

Since everyone here is talking about fluids...
I'm surprised that the train tutorial doesn't touch the Fluid Train Car, but does use the transport car, and I remember I was confused when I first built a fluid car on how to use it!
