You can use limits for some of that... the stations that are closer or have a surplus of materials at base can have lower limits than the stations that are further away/are low on materials. Couldn't circuit signals be used for this? I thought they said in the FFF that interrupts could use those, or am I wrong? Maybe, but the only time for that interrupt is the departure at the unload station and I don't see how you could reasonably get access to a signal that indicates "no trains...

Use memtest, not mdsched.exe. Based on what I can find, mdsched.exe is not that great.

If anything, I'd probably advocate for the input and output buffers on assemblers be increased some with inserters to help avoid and mitgate the exact situation mrvn described.

What about just actually looping your belt back? You can place Long-handed inserters to take from it to still feed the turrets on its way back. Try disabling Steam cloud sync for just Factorio as well (or use the master setting for them all as a test). If doing this you can launch, then that means it's definitely an issue with whatever Steam is trying to sync to your PC.
