I already had so much situations on loading and unloading trains when I wanted exact numbers of items. For now I just can't use filter inserters and set stack size when I have multiple filter signals

Gnaah, I found my mistake. My steam engines do not provide enough power. They are only producing 16.2 MW max (18 engines) + 10.8 MW accumulators = 27 MW total. And that is surely less than the 29.5 MW I need. But that leads to my original question and the reason why I thought that something is wrong...

For example if two items in a row arrive at the sensor belt. The first item gets grabbed and while the inserter is moving that item, the second item will pass by.

In case you have edited the control.lua like skycoder said, be sure you have saved the file as "utf-8". And double-check that the encoding is saved WITHOUT the Byte Order Mark (BOM). Otherwise factorio will fail to load the scenario with an error message like "unexpected symbol near.....
