Smoke from turbines in Factorio 2.0 should be restyled as ice particle clouds

I saw in some of the videos in recent FFF articles that the steam turbines/engines still produce visual water vapor from their output. This should be restyled such that it looks like clouds of ice crystals instead. When you release steam into space in reality it'd instantly deposit into fine particulate ice rather than water droplets.
