You have described a "throughput unlimited" balancer, which is a subset of balancers. Most people are happy with balancers with some minimum worst-case throughput, often 50% is acceptable.

Also, in most cases, two non-unlimited balancers can be chained together to make a throughput-unlimited balancer, and in all cases some number can.

This might be a bit off topic, but I can't find any better place to post this: Is there anyway I can find someone to make a 10 to 24 balancer, or can anyone here make one?

Just take 12 belt balancer and add a splitter to its outputs
However 12 belts are not typical for balancing.
